ARKANSAS TECH UNIVERSITY 2006 ANNUAL CAMPUS SECURITY REPORT

 

A.  Crime statistics for the three most recent calendar years concerning the occurrence on campus, in or on non-campus buildings or property, and on public property of the following crimes that are reported to local police agencies or to a campus security authority.  Those crimes are:

1) Criminal homicide -  Murder, non-negligent manslaughter, negligent manslaughter; 
2) Sex offenses - Forcible sex offenses, non-forcible sex offenses; 
3) Robbery;
4) Aggravated assault;
5) Burglary;
6) Motor vehicle theft;
7) Arson;
8) Arrests for liquor law violations, drug law violations, and illegal weapons possession and persons who were not arrested for these violations in #8, but were referred for campus disciplinary actions for liquor law violations, drug law violations, and illegal weapons possession.  These do not include public drunkenness or driving while intoxicated.

  * On Campus - this category includes all on-campus incidents, including those listed in the section titled, "In dormitories or other residential facilities."  Therefore, the two categories are not cumulative, but instead are duplicative.  For example, an alcohol violation that occurs in the dormitory will be reported in both the "On-Campus" section and the "In dormitories or other residential facilities" section.

** The definitions of these crimes do not includes drunkenness or driving while intoxicated.

B.  Current campus policies regarding procedures for students and others to report criminal actions or other emergencies occurring on campus and Arkansas Tech University's policies concerning its response to these reports.

To report a crime or emergency, call the Department of Public Safety at 479-968-0222 or 911.  The Department of Public Safety maintains direct radio contact with the Russellville Police Department and the Russellville Fire Department and TECH is also served by the Pope County Ambulance Service.  To reach the Department of Public Safety from off campus, dial (479) 968-0222.  It is the responsibility of the Department of Public Safety to investigate and follow up on all reports of criminal activity on campus.  In some cases Public Safety officers are assisted in their investigations by the Russellville Police Department.

At least one officer of the department is on duty 24 hours a day.  This officer can be reached either at the Office of Public Safety (479-968-0222) or by calling 911.  A person calling 911 should give his/her name, location, the nature of the problem, and request that a TECH officer be dispatched to her/his location.

Additionally, a crime can be reported to any campus security authority listed in number three below.

1) Policy for making timely warning reports to members of the campus community regarding the occurrence of crimes described in paragraph A (above).

If it is determined that a specific danger to the campus community, or specific segments of the campus community exists, an appropriate notification to the community of that danger will be made. This determination will be jointly made by Arkansas Tech University Department of Public Safety and the Office of the Vice President for Student Services in consultation with the University General Counsel.

2) Policy for preparing the annual disclosure of crime statistics.

Information is collected from the Arkansas Tech University campus security authorities and the Russellville Police Department.  Sources of this information include arrest reports, incident reports and disciplinary referrals.  The information collected and presented is not based solely on arrest reports.

3) Title of each person or organization to whom students and employees should report the criminal offenses described in paragraph A (above) for the purpose of making timely warning reports and the annual statistical disclosure.  This statement also discloses whether Arkansas Tech University has any policy or procedures that allow victims or witnesses to report crimes on a voluntary, confidential basis for inclusion in the annual disclosure of crime statistics, and, if so, a description of those policies and procedures.

Arkansas Tech University does not have a policy or procedure that allows victims or witnesses to report crimes on a voluntary, confidential basis for inclusion in the annual disclosure of crime statistics.

  C.  A statement of current policies concerning security of and access to campus facilities, including campus residences, and security considerations used in the maintenance of campus facilities.

Residence halls are secured 24 hours per day. Residents may enter the hall only through main entrances. All outside doors are locked. Students requiring access to classrooms and labs after normal class hours or on weekends must obtain permission slips from their instructors. The student must have a copy of the permission slip with him/her while using the facility after hours.

  D.  Current policies regarding campus law enforcement that:                                                                                 

  1) address the enforcement authority of security personnel, including their relationship with State and local police agencies and whether those security personnel have the authority to arrest individuals;

The Arkansas Tech University Department of Public Safety is charged with maintaining order and enforcing the rules and regulations of the University.  Its responsibilities include such duties as patrolling the campus; enforcing parking and traffic regulations; investigating accidents and reported incidents; and providing security for the University.  Pursuant to A.C.A. §25-17-304 and §25-17-305, the Department of Public Safety has the same police enforcement powers as other state law enforcement agencies.  The Department of Public Safety maintains a close working relationship with the Russellville Police Dept., Pope County Sheriff's Office, and the Arkansas State Police.  Off-campus criminal activities in which any University recognized organization is involved are reported to the University by the local police agencies.

2) encourage accurate and prompt reporting of all crimes to the campus police and the appropriate police agencies; and

Arkansas Tech University is committed to providing a safe and secure environment for our students, faculty, staff, and guests.  With the support of all members of our campus community, there is a continuing effort to keep the campus safe and secure.  Because a truly safe campus can only be achieved through the cooperation of all students, faculty and staff, they are all encouraged to accurately and promptly report all crimes to the campus police and the appropriate police agencies as soon as they have knowledge of such an event.

  3) Procedures, if any, that encourage pastoral counselors and professional counselors, if and when they deem it appropriate, to inform the persons they are counseling of any procedures to inform the person they are counseling of any procedures to report crimes on a voluntary, confidential basis for inclusion in the annual disclosure of crime statistics.

There are no provisions made for pastoral counselors or professional counselors to report crimes on a voluntary, confidential basis for inclusion in the annual disclosure of crime statistics.

  E.  The type and frequency of programs desi
